ACDP Speech on Item 14, Tshwane Council 29 Nov 07: Quarterly Performance Report

Thank you Mr Speaker
 
Firstly, we would like to join other speakers to say that the ACDP welcomes this report. It is good to see performance targets and actual results against most of the KPI's that have been set. The financial reporting is also welcomed, but I won't focus on the dire financial situation of the Municipality.
 
The issue that I would like to highlight is that of the hostels, especially the hostels in Mamelodi, which I recently visited. Mr Speaker, I was shocked. The conditions there are so bad that I wouldn't like my dog to live there. Refuse is not removed; the toilets are leaking and overflowing; the places where people have to wash their dishes are filthy. The conditions are appalling!
 
What I would like to see, is performance targets on how these people will be accommodated in future. There are 10'000 people living in the Mamelodi Hostels. How does the ANC propose to accommodate them?
 
I am actually surprised that the people there have not resorted to other means to make their voices heard.
