SPEECH BY COUNCILLOR ANNEMARIE SPARG

The City of Tshwane Spatial Development Strategy

29 March 2007

PART 5A of the Agenda of the 12th Council Meeting 29 March 2007

Item 19 replaced by Item 23

The City of Tshwane Spatial Development Strategy

Heraclitus wrote (Greek philosopher):  Everything in the natural world is in flux.  When we suppose we see static situations, we actually see processes of beginning and processes of ending occurring simultaneously.  Nothing is static.  It is the same with cities

The ACDP supports the strategy that people live closer to work

What we cannot support is forced integration (the reverse of forced separation) and disorder, which could result from incorrect application of such a policy. Natural integration has already started to take place.

For example NO project for densification should start without basic services such as roads, sewerage, electricity, water supply, public transport and SCHOOLS being planned for and implemented, to support the new housing projects.

The ACDP was disappointed to see that no advertising was done to inform the communities of the public participation meetings. The only notification came via email from the Ward secretary’s desk and I saw some posters in the Munitoria elevators that is not frequented by the public.

We also notice that on page 26 of PART 5A it is stated that during the discussion by the mayoral Committee on 26 March it was agreed that item 11 be deleted but it still appears on page 27 of this document today.
