SPEECH BY COUNCILLOR RICHARD DINKELMANN (ACDP)

Mr Speaker, thank you.
The ACDP welcomes this report. It was commissioned by the Provincial
Department of Housing and provides very important statistics on the
people living in the 54 informal settlements in the CTMM's area of
jurisdiction.
What is concerning is that less than 1% of the respondents - 779 of the
146664 as on page 232 - are on the 96/97 Waiting list. Now we
understand that this is not the current list, but it does point to the
problems with the Housing Lists.
The ACDP thus calls for 100% transparency of the housing lists by
publishing the full lists - with the qualifying criteria - on the
CTMM's website.
We understand that this might take some time to implement and we are
prepared to give the Provincial and local departments reasonable time
for this, but we have to ensure that everyone, independent of political
affiliation has a fair chance to to get a government subsidised house.
