Mr. Speaker, thank you.

We appreciate the fact that the residents of Tshwane have the right to object to developments, rezonings and related development in their wards.

It makes the public feel as if they have some rights as citizens of this country.

I was informed that in this case, the objectors are taking the Tshwane Metro to the Townships Board on the issue of a high-rise building in their suburb. Their request was ignored by the City Planning Committee and permission was given in favour of the development.

Objectors have to go to a lot of trouble to come and present their cases at the City Planning Committee. If they do not succeed then they take the issue further the Township board and in many instances residents may not take the Metro to the townships board because of the legal costs involved.

Madam Mayor, it would interesting to know how many cases are there where the objectors have taken the Metro to the Townships board?

And how many times did the objectors win their cases against the Metro?

Item 2, Annexure  BI –Application for Consent use portion 2 of Erf 179, Nieuw Muckleneuk

Any resident in Tshwane has the right to a good nights sleep, especially after 10 o clock at night.

We are dealing with a request for consent use for a nightclub in Brooklyn.
Consent use for time of operation of a place of entertainment is as follows: -
    Weekdays: 20:00 / 02:00
    Saturdays: 20:00 / 04:00
    Public Holidays: 20:00 / 02:00

Is it not our responsibility as local authority to listen to the voice of the ratepayers and act when they make an effort to come to the City Planning Committee hearings to explain their concerns?

The excuse is used that a buffer zone is in place, but if the ratepayers, still deem it necessary to object, then it simply means that the buffer is not adequate to keep the noise out of their homes.

Mr. Speaker it is a huge concern to the ACDP that we disregard the objections of our ratepayers.

The ACDP once again objects to the approval of the nightclub for this reason.
