TSHWANE METROPOLITAN MUNICIPALITY Restructuring of the Section 80 Portfolio Committees of Council
SPEECH BY COUNCILLOR RICHARD DINKELMANN (ACDP)

Thank you Mr Speaker
The ACDP does not fully understand the thinking or logic behind the
restructuring of the Section 80 Portfolio Committees of Council. In
particular, we find the merging of the previous 3 Service Delivery
Committees into 1 Committee strange and difficult to comprehend.
We do however trust that the Mayor has carefully considered the matter
and that Service delivery to our residents and ratepayers will not
suffer as a result. We will thus give our support to the Mayor and say
to her that we will judge her on the results of her decision. Will the
performance of the departments improve for the benefit of our
communities?
We would also like to urge the Mayor to retain the structure for some
time. We need some stability - especially the officials need some
continuity. Relationships have to be established and developed between
politicians and officials. We are not saying that minor tinkering
shouldn't be done, but not another major change such as this one.
The ACDP thus supports this report.
